IS GUANTANAMO TOO GOOD FOR THEM?

The Commonwealth of Pennsylvania is planning to send up to 2000 of its prisoners to other states because its prisons are seriously overcrowded. The candidate receiving states are Kansas, Nevada, Oklahoma, Michigan, Minnesota, and Virginia. Say, I know a facility that will become available soon. Why not send them to Guantanamo?
